Best MYGA in California (2026): Top A-Rated Carriers and CLHIGA Coverage

TL;DR: On Athene's MaxRate card effective September 25, 2026, California residents got 5.80% on the 5-year at $100,000+ (5.55% under $100,000); nationally, A-rated-or-better 5-year MYGAs paid about 5.50%-6.05% on October 14, 2026 (public carrier rate sheets). California's guaranty fund (CLHIGA) protects up to $250,000 per contract owner per carrier. If you're in a high California bracket, a MYGA compounds noticeably better after state tax than a CD at a similar rate, because the interest is deferred instead of taxed every year.

Athene's California surrender schedule differs from most states (8.3% declining). The carrier table and worked example below are from June 2026 and were not re-checked. Rates change weekly. Other rate figures further down this page are as of June 27, 2026.

CD vs MYGA, after tax

What $100,000 earns in 5 years: CD vs MYGA, after tax

Rates used: CD 5.00%, the top nationally available 5-year CD (Bankrate, October 14, 2026); change it to the rate you are offered. MYGA 5.95%, the best A-rated rate we track as of October 13, 2026: Delaware Life Pinnacle Plus 5-year (AM Best A-, negative outlook, 7/31/2026), $100,000 and up, effective October 6, 2026 (Delaware Life rate sheet).

CD, interest taxed every year$118,396
MYGA, tax-deferred, before tax$133,507
MYGA after paying tax on all the interest at withdrawal$123,019
Tax deferral alone adds about$841
MYGA ahead of the CD, after tax$4,623

Assumes 22% federal and 9.3% state income tax, no withdrawals, rates held for the whole term. MYGA interest is taxed as ordinary income when you withdraw it, not as capital gains. Gains taken before age 59 1/2 can owe a 10% IRS penalty, and cashing out early can cost a surrender charge. In an IRA both grow tax-deferred, so the edge there is the rate alone. Bank and credit union deposits are FDIC or NCUA insured up to the limits; a MYGA is backed by the issuing insurer's claims-paying ability and your state's guaranty association up to its limits, not the FDIC. General education, not tax, legal or financial advice.

Why MYGAs are a fit for California savers

California has the highest state income tax in the country. The top bracket is 13.3% and starts at $1M+ single, but the 9.3% bracket starts at just $66K single or $132K joint. If you're in the 9.3% bracket or higher, a MYGA's tax deferral makes a real difference. CD and money market interest lands on your California return every year it's earned. MYGA interest isn't taxed until you withdraw it.

What you give up is liquidity. A MYGA locks your principal for the rate term (typically 3, 5, 7 or 10 years). You can usually take 10% a year without penalty, and the surrender charge steps down over time.

Sentinel Security Life: AM Best cut Sentinel Security Life to C+ (Marginal) from B on September 22, 2026, and kept the rating under review with negative implications (AM Best press release, 9/22/2026). Its row is kept for the record only.

The rate alone doesn't pick the right MYGA. The surrender schedule, MVA exposure, free-withdrawal terms and the carrier's renewal-rate record matter too. A 5.80% rate from a less-known carrier with an MVA and 9-year surrender may be worse than 5.60% from an A+ carrier with no MVA and a 5-year surrender.

California Life and Health Insurance Guarantee Association (CLHIGA)

CLHIGA is California's nonprofit safety net for policyholders when a member insurer becomes insolvent. Coverage limits for annuities:

For deposits over $250K, the usual move is to split across two carriers (for example, $250K at Athene and $250K at American National gives you $500K of total CLHIGA coverage). Over $500K, use three carriers, and so on.

Note: California law (Insurance Code §1067.02) prohibits insurance agents from referencing CLHIGA in solicitation. This page is editorial and informational. Confirm coverage details directly with CLHIGA at californialifega.org.

California tax treatment of MYGA interest

California taxes annuity gains as ordinary income at the marginal bracket. There is no special California-only annuity tax break or surtax. The federal tax treatment (deferred until withdrawal, plus 10% early-withdrawal penalty if pre-59½ on non-qualified) applies the same way in California as anywhere.

Worked example: California CD vs MYGA after tax

Assume a California resident in the 9.3% state bracket and 24% federal bracket (joint, ~$200K AGI). Deposit: $250,000 for 5 years.

MYGA edge for this CA buyer: +$10,233 over 5 years (~82 bps/year). The edge gets bigger in a higher CA bracket, if you withdraw gradually instead of all at once, or if you hold past the surrender term.

California-specific strategy: who should consider a MYGA

Good fit: California residents in the 9.3%+ bracket with $100K to $1M set aside for fixed income, who won't need all of it for 5+ years and want a higher rate than a CD with the tax deferred.

Poor fit: Residents under 59½ who plan to use the principal within 5 years (the 10% federal penalty applies), or anyone with under $50K of available cash, where carrier minimums and spreading money around get awkward.

A common California setup: the Roth conversion runway. A retiree who hasn't hit RMDs yet converts $50K to $100K a year from a traditional IRA to a Roth during the gap years (60 to 72), and keeps the rest of the traditional balance in a MYGA for principal protection and a known income runway.

Frequently asked questions

What is the best MYGA rate in California right now?

On October 14, 2026, A-rated-or-better insurers were paying about 5.50-6.05% on 5-year MYGAs nationally (public carrier rate sheets). In California, Athene MaxRate paid 5.80% on the 5-year at $100,000+ and 5.55% under $100,000 (rate card effective September 25, 2026). Rates change often; confirm before applying.

Are MYGAs available in California?

Yes. Most national A-rated MYGA carriers are licensed in California, though a handful (e.g., some smaller B++ carriers) are not. California has stricter suitability rules than most states, so the carrier shelf is narrower than in Texas or Florida.

How much does the California Life and Health Insurance Guarantee Association (CLHIGA) cover?

CLHIGA covers up to $250,000 in present value of annuity benefits per contract owner per insurance company, with a $250,000 aggregate cap across all annuity contracts at the same insurer. Coverage applies only if the carrier is licensed in California and the owner is a California resident at insolvency.

Is MYGA interest taxed in California?

Yes. MYGA interest is taxed as ordinary income at the federal level when you withdraw it, plus California income tax at your marginal bracket (1 to 13.3%). The difference from a CD is timing: the interest compounds untaxed inside the contract until you take it out, while CD interest is taxed every year.

Can I buy a MYGA in California with an IRA?

Yes. MYGAs are commonly funded with IRA or 401(k) rollover dollars. Inside an IRA the tax deferral adds nothing, since the IRA already defers, but you still get the guaranteed rate and principal protection. Many California retirees hold a MYGA in their IRA in place of part of their bond allocation.

What happens if my MYGA carrier goes insolvent in California?

CLHIGA steps in up to $250,000 per contract. A-rated carriers have very rarely failed, but the guaranty fund is there as a backstop. For deposits above $250K, split across two carriers so each one stays within coverage.

Do California MYGAs have surrender charges?

Yes. All MYGAs have a surrender period matching the rate term (e.g., 5-year rate = 5-year surrender). Most allow 10% annual penalty-free withdrawal. Read the surrender schedule before signing. California also gives you a 30-day free-look period.
