Quick take: Atlantic Coast Life Safe Harbor 5-year MYGA paid about 6.10% APY as of June 2026 (not a current quote), 155 basis points below the Safe Harbor 10-year (6.10% vs 7.65%). Since AM Best cut the carrier to C+ (Marginal) on September 22, 2026, the yield no longer makes up for the credit risk. Not recommended.

CD vs MYGA, after tax
Rates used: CD 5.00%, the top nationally available 5-year CD (Bankrate, October 14, 2026); change it to the rate you are offered. MYGA 5.95%, the best A-rated rate we track as of October 13, 2026: Delaware Life Pinnacle Plus 5-year (AM Best A-, negative outlook, 7/31/2026), $100,000 and up, effective October 6, 2026 (Delaware Life rate sheet).
| CD, interest taxed every year | $121,081 |
|---|---|
| MYGA, tax-deferred, before tax | $133,507 |
| MYGA after paying tax on all the interest at withdrawal | $126,136 |
| Tax deferral alone adds about | $674 |
| MYGA ahead of the CD, after tax | $5,055 |
Assumes 22% federal and 0% state income tax, no withdrawals, rates held for the whole term. MYGA interest is taxed as ordinary income when you withdraw it, not as capital gains. Gains taken before age 59 1/2 can owe a 10% IRS penalty, and cashing out early can cost a surrender charge. In an IRA both grow tax-deferred, so the edge there is the rate alone. Bank and credit union deposits are FDIC or NCUA insured up to the limits; a MYGA is backed by the issuing insurer's claims-paying ability and your state's guaranty association up to its limits, not the FDIC. Pattern shown is industry-standard 5-year MYGA. Confirm exact schedule on Atlantic Coast Life contract form for your state.
10% of accumulation value per contract year after year 1. RMDs penalty-free. No partial withdrawals in year 1 on most ACL contract forms.
Two-way MVA applies on early surrender above the 10% free band. MVA does not apply to penalty-free withdrawals, RMDs, or death benefit. MVA is the additional charge (or credit) tied to interest-rate movement between issue and surrender.
Typical 1.00 to 2.00% floor for MYGAs from smaller carriers. Confirm on the actual contract form. The minimum is what the carrier can credit if rates collapse and the contract renews into a subsequent guarantee period.
The Safe Harbor product family runs 3, 5, 7, and 10-year guarantee terms. The 5-year sits in a "middle child" position with a notable yield handicap vs. the 10-year:
Before the September 22, 2026 downgrade, the 5-year version was aimed at buyers who could not commit beyond 5 years. With the carrier now rated C+ (Marginal) by AM Best, Hans does not recommend any Safe Harbor term for new money.
Current view: no buyer profile fits well while AM Best rates the carrier C+ (Marginal) and keeps it under review with negative implications (September 22, 2026). Existing owners should confirm their contract value is within their state guaranty association limit.
Not a fit: Buyers under 65 who can hold the 10-year. Buyers placing above state guaranty limits in a single carrier. Buyers who want only A-rated paper.

Standard MYGA death benefit: full accumulation value, no surrender charge, no MVA at death. DBQS: 8/10. Clean and simple, no benefit-base separation. Single accumulation value passes to beneficiary in full. See DBQS framework.
No income rider available. Income only via annuitization at maturity. IQS: 3/10. This is an accumulation contract, not an income contract. See IQS framework.
Fixed declared rate; no upside above contracted yield. GPS: 6/10. High listed yield (June 2026) but no equity participation, from a carrier now rated C+. See GPS framework.
A core part of every Goldstein review. The more complex an annuity, the worse the rating in this dimension, because complexity is where buyers get burned. Simple products (SPIAs, MYGAs) score low; products with stacked bonuses + income riders + MVA + multiple crediting strategies score high.
Mechanics are pure-vanilla MYGA. The complexity isn't in the product. It's in the credit decision. Since AM Best cut the carrier to C+ (Marginal) on September 22, 2026, the credit decision is the whole story.
| Dimension | Score | What this measures |
|---|---|---|
| Riders | 1/10 | No optional riders. Single accumulation contract. |
| Crediting strategies | 1/10 | Single fixed rate for the 5-year guarantee period. |
| Surrender complexity | 4/10 | Standard 5-year declining surrender + MVA. |
| Benefit-base separation | 1/10 | Single accumulation value. No separate benefit base. |
| Credit complexity | 6/10 | C+ (Marginal) carrier since 9/22/2026; under review with negative implications. |

As of June 2026 the Atlantic Coast Life Safe Harbor 5-year paid about 6.10%; AM Best has since cut ACL to C+ (Marginal). AM Best made that cut on September 22, 2026, from B (Fair), and kept the rating under review with negative implications. Hans no longer recommends this product or its 7 and 10-year siblings. A-rated 5-year MYGAs paid about 5.50% to 6.05% on October 14, 2026 (public carrier rate sheets), so the yield no longer pays for the credit risk.
